Most teams do these developmental camps to assess their kids, look at some new faces and educate all involved about all aspects of professional hockey. There is a lot of off-ice sessions on personal development, such as nutrition and training regimens. These camps don't attract scouts. The prospects tournaments before training camp, now those can be a showcase for other teams. Same with preseason games.

Passing up on Toews was obviously a mistake in the Kekalainen Era. Generally the Blues have drafted in the middle of the first round or later and it's hard to get cornerstone centers back there. Not a matter of being stupid.
