Good question. Teams are assigned what positions are available on the team's they share. So, for example, the Cardinals can say that SS is a priority position for them and another team can say C and another team can say CF, and so on, and if that's the case then the Cardinals as they fill out the roster won't be able to get their CF onto the roster, even if he's the second-best prospect. Each team is required to provide pitchers. But not all teams send a starter. So that's another factor. The AFL is very much a cooperative roster, and teams set priority players and then there are also taxi squadders. So, the Cardinals cannot pick their best five players and ship them out to Arizona. They must go with the best five for the roster spots they have available to them. Players are also chosen for different reasons -- some need at-bats, some need to be challenged by the level, some need innings due to injury, and some are top prospects being groomed for a promotion in the coming year. Cardinals have a mix of all of those things in AFL this year.
Those are harder to keep secret. We pretty much know the MOTO bats that are out there at this point. If they're proven ... They're rare. They go for a high price. There aren't sleeper middle-order hitters these days.

At each turn -- trade, free agency -- the Cardinals felt the price for them was too high for the return they'd get from him, and that was in large part due to the notion that he was going to age into the DH role, if he wasn't there already. I think you saw in the pursuit of him that play out with other NL teams, too.
