As for the financial implications of the Tarasenko and Steen injury situations, the rules of long-term injured reserve (LTIR) are confusing, even to those in the business. As long as they are on LTIR, their entire cap figures DON'T count against the cap. But once they return to the active roster their entire cap figures DO count against the cap. There is NO proration. (In other words, if a player misses half of a season, does only half of his salary count against the cap once he returns? No, That's not the way it works.)
The only loophole is that if a player remains on LTIR after the regular season, his cap hit doesn't take effect in the playoffs. (I believe this happened with Patrick Kane a few years back.)
That's the simplest way I can explain it. Hope it makes sense.
