There are some batters who go to the plate looking for a specific pitch or a specific area to hit early in the count or while they're ahead in the count and take other pitchers until they get the pitch they're looking. Then when they get behind in the count, they'll protect the plate.
There are plenty of reasons why the Cardinals might not want to do it, but I would go after Machado.

There are many different situations. If a player doesn't have enough service time and still hasn't minor-league options, then he can be sent down without problem. Some players cannot be sent down without their approval. Others can decline an assignment. Others must be put through waivers before a team can send them down. Some cannot be sent down at all because of service time or a lack of minor-league options or their contracts.
I wouldn't say the Blues have too many finesse players. I agree that they must move Jack Allen, though. They just don't have enough guys who can score goals.
